X12 838 — Trading Partner Profile
The 838 transmits the complete profile of a trading partner: identifiers, EDI capabilities, certifications (8(a), SDB, woman-owned), contact points, banking info.
Purpose
The 838 documents the formal registration of a trading partner in a system — SAM.gov (System for Award Management) for federal, supplier master for private. It carries DUNS / UEI, NAICS codes, small business certifications, EDI capabilities, banking for ACH.
It is the reference registration required before a contract can be awarded. Acknowledged by 997. Updates are frequent (banking change, new certification, contact).
Envelope structure
The 838 travels within the three X12 envelope levels (ISA/IEA,
GS/GE with functional group TP, and ST/SE).

Common pitfalls
- DUNS retirement: DUNS was replaced by UEI (Unique Entity Identifier) in April 2022; a current 838 must carry UEI, DUNS alone is obsolete.
- Certification expiry: 8(a), WOSB, HUBZone are time-limited; an 838 with an expired certification disqualifies the partner from the corresponding set-asides.
- Banking change: a banking change must trigger an 838 update and Treasury OFAC re-validation — not a silent update.
