X12 175 — Court and Law Enforcement Notice

The 175 carries a court or law-enforcement notice to a civil or financial party: subpoena, wage garnishment, account freeze, administrative warrant.

Purpose

The 175 documents an action ordered by a court or enforcement body: service (subpoena), income withholding order, bank account freeze or release, administrative warrant. It carries the issuing jurisdiction, the obliged or summoned party, the required action and deadline.

Used in US federal and state inter-agency programs — Department of Justice, IRS for levy, Child Support Enforcement (CSE) for support payments. Acknowledged by 997, the operational response (compliance, challenge) is carried by a 521 (Income or Asset Offset) or 824.

Envelope structure

The 175 travels within the three X12 envelope levels (ISA/IEA, GS/GE with functional group CN, and ST/SE). Didactic example in release 004010:

Common segments

  • HeaderST, BCN (Beginning Segment for Court Notice), DTM.
  • PartiesN1*IB (Issuing Body), N1*RC (Recipient / custodian), N1*SE (Subject Entity / targeted person).
  • ActionLX loop: REF (case number), DTM (deadline), AMT (amount if applicable), MSG (order nature).
  • AttachmentsPWK for the signed-order PDF.
  • SummarySE.

Common pitfalls

  • PII and confidentiality: the 175 carries SSN and sensitive identities — AS2 or SFTP encryption is mandatory, never plaintext, and an audit log is required on the bank side.
  • EDI legal validity: a 175 does not substitute for paper service when the jurisdiction requires it; verify local legal status before switching service to EDI alone.
  • Deadline and jurisdiction: DTM*036 (deadline) and issuing jurisdiction must be consistent — a missed deadline triggers a compliance default and exposes the recipient to sanctions.

Documentation

The code 175 and the name Court and Law Enforcement Notice are public and listed on x12.org/products/transaction-sets. The complete structure of loops, qualifiers and code lists is distributed by DISA via the proprietary Implementation Guides (TR3). ediverse.io covers only public concepts, the envelope and didactic examples.
