X12 252 — Insurance Producer Administration
The 252 administers the relationship between an insurer and its producers — appointment, licensing, commissions, terminations — across the distributor lifecycle.
Purpose
The 252 documents administrative events for a producer (agent, broker, MGA): state appointment, license renewal, suspension, termination, contact update, commission agreement. It feeds NIPR (National Insurance Producer Registry) and internal producer master databases.
It supports regulatory reporting to state insurance departments (DOIs). Acknowledged by 997. For commission transactions themselves, the 256 (Periodic Compensation) is used.
Envelope structure
The 252 travels within the three X12 envelope levels (ISA/IEA,
GS/GE with functional group IA, and ST/SE).

Common pitfalls
- NPN mandatory: NPN replaces SSN as the producer identifier; a 252 without NPN is rejected by NIPR.
- State-by-state: an appointment is per state; a 252 must reference one state — for two states, send two 252s.
- Termination for cause: a "for cause" termination triggers public reporting to the DOI; do not misclassify it as "no cause".
