UBL 2.1 XML format based on EN 16931 + national extension. SPV (Spațiul Privat Virtual) platform for transmission. B2B mandatory effective 1 January 2024 for high-risk transactions, 1 July 2024 for all. Workflow: sender → SPV → validation → recipient.
