European pre-import ENS declaration system.

Definition

ICS2 deployed in phases: Release 1 (March 2021, postal/express air), Release 2 (March 2023, other air), Release 3 (June 2024, sea), Release 4 (April 2025, road/rail). Operators submit ENS XML via NCTS gateway or IATA eAWB. WCO Data Model used.

Origin

Program adopted by the European Commission in 2016, rollout 2021-2025.
