GOVCBR

UN/EDIFACT envelope for WCO Data Model regulatory declarations.

Definition

GOVCBR is a generic, highly reusable message designed to convey any governmental cross-border regulatory procedure (import, export, transit, cargo report, permits) using the WCO Data Model semantics. It lets a single window exchange harmonised data with Customs and other border agencies, progressively superseding procedure-specific messages such as CUSDEC and CUSCAR.

Origin

Defined by UN/CEFACT (TBG4) in alignment with the World Customs Organization (WCO) Data Model and published in the UN/EDIFACT directories (UNTDID).

Example in context

<UNH+1+GOVCBR:D:18B:UN'<BGM+929'<...' — a GOVCBR interchange lodging a WCO Data Model import declaration.</p>

  • CUSDEC — procedure-specific declaration GOVCBR generalises.
  • CUSCAR — cargo report also expressible in GOVCBR.
