EU Trusted List (LOTL)
The trust anchor of eIDAS: where you check that a provider is genuinely qualified.
Definition
The LOTL points to each Member State's Trusted List (TSL), each enumerating qualified providers and the status of their services (certificates, seals, timestamping). A valid signature must trace back to a provider that is active in these lists to be deemed qualified.
Origin
Framework established by the eIDAS Regulation (EU) No 910/2014; the status-list format is standardized by ETSI TS 119 612, "Trusted Lists".
Example in context
A validation platform downloads the LOTL, follows the pointer to the French TSL, and confirms the CA that issued the QSealC is "granted".
