ESPD
Standardised self-declaration for European public procurement.
Definition
The ESPD replaces, at the application stage, the submission of certificates and attestations: only the prospective awardee must produce the evidence. It exists in electronic form (ESPD-EDM) with an XML data model that can be reused from one tender to the next.
Origin
Introduced by Directive 2014/24/EU on public procurement; the standard form is set out in European Commission Implementing Regulation (EU) 2016/7.
Example in context
A bidder ticks 'no grounds for exclusion' in the ESPD and declares annual turnover above the required threshold; evidence is requested only before award.
