Saudi Arabia's national e-invoicing platform, Phase 2 (Integration).
Definition
FATOORA (Arabic for "invoice") is the ZATCA portal launched for Phase 2 (Integration) of Saudi e-invoicing. For a standard tax invoice (B2B/B2G), FATOORA performs clearance: it validates the XML, applies a cryptographic stamp and a QR code, then returns it via API. For a simplified invoice (B2C), reporting is done within 24 hours of issuance.
Origin
Defined by the Zakat, Tax and Customs Authority (ZATCA) in the "E-Invoicing Detailed Technical Guidelines" (Version 2, FATOORA, Nov. 2022), under the December 2021 e-invoicing regulation.
Example in context
An ERP submits a standard invoice to FATOORA's /invoices/clearance/single endpoint; the response contains the "cleared" XML with ZATCA's QR code and stamp, status CLEARED.
