Definition
SAFE Framework includes three pillars: (1) Customs-to-Customs (pre-arrival information exchange), (2) Customs-to-Business (AEO/C-TPAT programmes), (3) Customs-to-other Government Agencies. Updates 2007, 2012, 2018, 2021. Basis of all worldwide MRAs. 176 signatory countries.

The US C-TPAT and EU AEO programmes both fall under Pillar 2 of WCO SAFE, enabling their mutual recognition.
