Definition
To become a QHIN, the entity signs the Common Agreement, demonstrates conformance to the QHIN Technical Framework (QTF), security requirements (NIST 800-53), and support for Exchange Purposes (Treatment, Payment, Health Care Operations, Public Health, Individual Access Services). Annual audit, membership fees. First designation wave December 2023, 7+ QHINs by early 2025.

Usage
Inter-QHIN switching, USCDI v3 baseline, Individual Access Services for patient mobile apps. Direct competition with Carequality / CommonWell which join or bridge into TEFCA.
