Mongolia innovative VATIM framework: (1) e-Receipt Registration: consumers scan B2C receipts via VATIM mobile app, lottery participation prizes random monthly draw (popular incentive), 20% tax credit on paid VAT amount at year-end. (2) B2B e-Invoice mandatory phased 2018-2022 large enterprises first, Mongolia-customised XML format. (3) Monthly VAT e-Filing via VATIM portal (https://vat.mta.mn/). Mongolia VAT 10% standard unique rate. Unique lottery approach worked very well for receipts compliance (~80% consumer participation), significantly reduce informal economy. ~50000 VAT-registered enterprises.
