Virtual Warehouse (Virtualnyy Sklad)

Goods-traceability module of Kazakhstan's electronic invoicing system.

Definition

The Virtual Warehouse requires businesses to declare their goods in virtual warehouses; each issued electronic invoice (ESF) moves the corresponding stock. It is designed to monitor the import, processing, customs clearance and resale of goods within Kazakhstan, preventing VAT fraud by reconciling declared physical flows against invoices.

Origin

Operated by the State Revenue Committee (Комитет государственных доходов) of the Ministry of Finance of the Republic of Kazakhstan, within the IS ESF information system (Информационная система электронных счетов-фактур).

Example in context

When an ESF is issued, the sold quantity is debited from the seller's Virtual Warehouse and credited to the buyer's — the balance must match declared movements.
