e-Doręczenia — electronic registered delivery
The e-Doręczenia system is the Polish counterpart of registered mail with return receipt, transposed to digital under the e-IDAS regulation. Operated by Poczta Polska (Designated Public Service), it has been mandatory for businesses since 1 January 2025 — well before KSeF.
History: ePUAP → e-Doręczenia
The predecessor of e-Doręczenia is ePUAP (Elektroniczna Platforma Usług Administracji Publicznej), launched in 2008 as a single window of Polish public services. ePUAP handles personal trust profiles (profil zaufany) and electronic communications with the administration. Observed limitations: no legal probative value for private B2B exchanges, no e-IDAS compliance, ageing architecture.
- 2008 — Launch of ePUAP. Citizen gateway to the Polish administration. Concept of trust profile (profil zaufany) as an alternative to qualified signature.
- 18 November 2020 — Adoption of the e-Doręczenia law. Transposition of the e-IDAS regulation for the qualified electronic registered delivery service (QERDS).
- 5 October 2021 — Operational launch. The e-Doręczenia service opens in voluntary mode. Poczta Polska designated as Operator Wyznaczony.
- 1 January 2025 — Business obligation. All companies registered with KRS (Krajowy Rejestr Sądowy) or CEIDG (Centralna Ewidencja i Informacja o Działalności Gospodarczej) must have an active ADE.
- 1 October 2029 — Individual obligation. Indicative calendar for general rollout to individuals, subject to 2027 consultation.
Architecture — ADE, ADD, ARCS
The e-Doręczenia system is built on three technical components:
- ADE — Adres do Doręczeń Elektronicznych. Unique
electronic address of a subject (company, individual, public agency).
Format
AE:PL-XXXXXX-YY, assigned by Ministry of Digital Affairs and registered in BAE (Baza Adresów Elektronicznych). - ADD — Adresowa Domena Doręczeń. Qualified operator service (PUDDS) hosting the ADE. Poczta Polska is the sole designated PUDDS in Poland. Private QERDS operators can issue to other Polish ADEs but must interconnect with PUDDS.
- ARCS — Akredytowany Rejestr Czynności Spedycyjnych. Accredited routing register that guarantees uniqueness of a notification and provides qualified timestamping, in accordance with e-IDAS art. 44 (proof of sending and reception).

A company can have several ADEs (one per establishment, one per
department). The default KSeF ADE is the main ADE of the NIP. Who is affected and since when?
The obligation calendar is staggered by category:

KSeF integration
Since April 2025, e-Doręczenia and KSeF are integrated bidirectionally:
- Clearance notification. When KSeF assigns a numer KSeF, a ZDR notification is automatically sent to the recipient's ADE — the buyer thus receives proof of invoice reception without having to query KSeF in pull mode.
- Rejection notification. If KSeF rejects an invoice for technical reason, the issuer receives the rejection notification on their ADE, with the applicable 21xxx code and functional description.
- Permission change notification. Any modification of KSeF Uprawnienia (delegation, withdrawal) generates a ZDR notification to the owning taxpayer's ADE — secures internal audits.
- Cross audit trail. For tax audits, the inspector can jointly request UPO KSeF and Uwierzytelnione Potwierdzenie Doręczenia (UPD) e-Doręczenia — full proof of issuance AND notification.
ZDR schema — Zewnętrzny Dokument Realizacji
ZDR is the standard XML format of e-Doręczenia notifications, conveying the metadata of a notification without the body of the document itself (which is referenced separately).

Common pitfalls
- ADE versus email address. ADE is not an email address in the RFC 5321 sense. It is an abstract identifier routed by BAE, which resolves to the operator ADD. The transport channel between operators is extended SMTP/SMTPS (PReM — Protokół Realizacji eDoręczeń).
- Several ADEs per company. A multi-site company can have several ADEs (one per establishment, one per department). The KSeF link uses the main ADE of the NIP by default — verify expected flows before the mandate.
- Legal reception deadline. Per e-IDAS and the act of 18 November 2020, an unread notification is deemed received after 14 days. A company that ignores its ADE risks legal consequences on administrative or contractual notifications.
- Private QERDS vs PUDDS Poczta Polska. Several private operators certified QERDS (Asseco, Nask, Cencert) also offer e-Doręczenia services. They interoperate with PUDDS but some functional limits (e.g. full historical retrieval) remain the prerogative of the public PUDDS.
