е-връчване — secure electronic delivery
е-връчване (e-vrachvane — "electronic delivery") is the Bulgarian public service that lets you send and receive official documents digitally, with the same legal value as registered mail with acknowledgement of receipt. It is Bulgaria's analogue of electronic registered delivery: the State, citizens and businesses exchange notifications, decisions and documents, with proof of sending and receipt. It is an e-government building block — distinct from e-invoicing, but sharing the same interoperability logic.
History — from SEGA to the Ministry of e-Government
Bulgaria set the framework for electronic government with the Закон за електронното управление (ЗЕУ — Electronic Governance Act) of 2016, which provides for electronic delivery. The е-връчване system was rolled out on edelivery.egov.bg by the Държавна агенция «Електронно управление» (SEGA — State e-Government Agency).
In 2021, digital governance was upgraded: the Министерство на електронното управление (Ministry of e-Government) was created, and SEGA was abolished, its missions absorbed by the Ministry. The system then ramped up with the integration of registries (NRA tax, NOI social security, courts) and eIDAS authentication.

The Министерство на електронното управление (Ministry of e-Government) operates е-връчване and the egov.bg ecosystem (the e-services portal). It defines identification rules (national eID, qualified КЕП certificates, eIDAS for cross-border) and guarantees the evidential value of deliveries.
The service sits within the eIDAS framework (Regulation (EU) No 910/2014), in particular the qualified electronic registered delivery service (art. 43-44). This ensures interoperability with equivalent services in other Member States and cross-border recognition of evidence.

Functionally, an е-връчване delivery follows a cycle close to registered mail: authentication, timestamped deposit, notification, acknowledgement of receipt, evidential archiving.

е-връчване is the functional equivalent of Italy's PEC or digital domicile: a secure official inbox. Like its counterparts, it relies on eIDAS for cross-border recognition of registered deliveries.
Adoption — administrations and businesses
- Central and local administrations. All connected to notify citizens and businesses by dematerialised means.
- Businesses. A company can open an е-връчване inbox (by ЕИК) to receive tax, social and judicial notifications.
- Citizens. Access by ЕГН and eID; growing use for administrative procedures.
- eIDAS integration. Recognition of other Member States' identities and evidence, in the digital single market logic.
Common pitfalls
- Confusing е-връчване and e-invoice. It is not an invoicing channel; for structured B2G, it is Peppol.
- Unchecked inbox = still notified. A duly deposited notification counts as delivered after the legal period, even if the recipient does not open it. Monitoring the inbox is essential.
- Expired КЕП certificate. Without a valid qualified certificate, authentication fails; renew before expiry.
- Wrong identifier. Addressing a company by ЕГН instead of ЕИК (or vice versa) makes the delivery fail.
- Assuming the service is optional everywhere. For some procedures, the State notifies exclusively via е-връчване; ignoring the inbox risks missed deadlines.
